Is content moderation a dead end?

We connected everyone - so we connected all the bad people, and more importantly all of our worst instincts. Can we moderate and filter that? Change the mechanics of social software to channel better behaviour? And who gets to decide? Or must we just get used to this, and accept that solutions are limited, just as our speech and behaviour changed when we moved from the village to the city?
