Is public shaming effective or just bullying?

Welcome all to Answerable Questions with Questionable Answers! Recently in the US the divisive political commentator Bill Maher argued that fat shaming people is a good thing. Unsurprisingly, Piers Morgan agreed with him. Many people reacted furiously believing that it is simply bullying. Elsewhere, there are numerous examples of people having been publicly shamed for saying racist or sexist things. This kind of public shaming has, on occasion, helped to highlight issues that plague society.
