As an emergency manager, you will need to make decisions during a crisis. Before people trust you, there is a process that you will need to go through. Part of that process is building bridges between the policy makers and those that have to implement them. Consensus building is one of the significant roles of the Emergency Manager and the EOC in a crisis.
