Professor Lee Clarke is based at the Rutgers University in New Jersey and he is the author of various books specializing in disaster and emergency management from a very sociological perspective. Lee reminds us that organisations are designed for a purpose and consistently rationalised to ensure that efficiency is maximised in pursuit of profitability. And when we say an organisation has failed, it’s often that failure sits outside the narrow purpose which the organisation was designed for.
