Taleed El-Sabawi on Alternatives to Policing
In this episode, Taleed El-Sabawi, Assistant Professor of Law at Elon University School of Law, discusses her article, "A Model for Defunding: An Evidence-Based Statute for Behavioral Health Crisis Response," which she co-authored with Jennifer J. Carroll. El-Sabawi begins by explaining the need to reform police response to behavioral health crises. She describes her study of the Portland, Oregon CAHOOTS program, which uses trained mental health professionals rather than police. She observes that it is safer and more effective than police response, which was essentially a default approach. And she provides suggestions about how to make a broader transition to a new approach.
