100: Joel Rifkin: The Ripper of New York City

In the early 1990s, oil drums floated along NYC's waterways. Dismembered bodies filled their insides, and legs stuck out of their lids as local fishermen watched the drums slowly roll down the creek. Crime riddled the city as Joel Rifkin hid in plain sight. He snatched desperate sex workers off the street and mutilated their corpses, one after the next, but he was never worried about getting caught. When a body turned up, police wrote off the death as just another crack-addict overdose.
