The concept of the "iron law of oligarchy" suggests that rule by an elite, or oligarchy, is inevitable within any democratic organization as part of the "tactical and technical" nature of bureaucracy[1]. This means that any large organization will create a bureaucracy to maintain its efficiency, and centralization will occur, leading to power in the hands of a few. These few, the oligarchy, will use all means necessary to preserve their power.
