Nothing - no state of harmony nor of disharmony - lasts forever. It is inevitable that things can only become so disrupted before they turn around and begin supporting growth once again. So when the Dharma, the principles of evolution, become extremely deteriorated, then it is time for the energies to reverse and for Dharma to once again come back into the world. Creation, itself, produces an instrument to initiate this changing tide. Thus, it is said that Krishna manifests Himself into the world.
