Chris Hipkins: Labour leader on whether the government should intervene at Wellington City Council

Labour leader Chris Hipkins says the threshold for government intervention in Wellington City Council hasn't been met.  Talking to Nick Mills, he said the council still has an opportunity to pass its long term plan and show government it can function properly.  "Councillors arguing amongst each other is local democracy."
